The PROGAM for ADOLESCENT TREATMENT (PAT) is designed to provide a range of interventions and services to address the varying levels of involvement with drugs, alcohol and other negative behavior associated with their usage among school-aged Teens in Fremont, Newark, Union City & Hayward.

PAT currently offers a wide variety of individual and group counseling services related to substance abuse recovery and education. I.E. Anger, violence, gangs and other life challenges.
Teens are welcome to participate in groups in lieu of school suspensions and as part of their probation as designated by the school and judicial system.

Individualized counseling is available for all group participants after an assessment of needs is completed by the PAT staff.

Participants with significant problems with dependency, or mental health will be provided appropriate referrals.
Some of these "At Risk" young people may be just beginning to exhibit questionable behavior or socializing with groups of peers where this behavior is acceptable.

Most treatment programs assume full-fledged alcoholism or drug addiction on the part of the participants.
Most prevention activities assume little or no serious drinking or drug involvement.

Our experience is that large numbers of adolescents, probably the majority, fall somewhere in between these two situations. The PAT program is designed to be a liaison between them.

Lower intensity education groups are available during of after-school at designated sites and are offered at "no charge."

Information presentations are available where-in risk factors are discussed to educate youth on the negative consequences of AOD dependency.

All Sites - Fremont, Newark, Union City & Hayward:


Participants must complete a minimum 12 weeks of group meetings and one on one counseling. 90 days of continuous sobriety is the initial goal.
Community service and/or abstinence support meetings are assigned.

Urinalysis tests will be provided at random intervals. *
*Urinalysis is provided as appropriate for a fee of $25.00 each

Upon completion of the program, the client is eligible to continue attending and become a peer counselor.
